Bethesda Criminal History Records
Bethesda criminal history records are maintained at the state level through the Maryland CJIS Central Repository and at the county level through Montgomery County Police. Bethesda is an unincorporated community, so it has no city government or municipal police force of its own. All law enforcement services come from Montgomery County Police, and all official criminal history checks must go through the state. This page explains where to look, how to request records, and what sources are available to Bethesda residents.
Bethesda Overview
Bethesda: No Municipal Government
Bethesda is a census-designated place, not an incorporated city or town. There is no mayor, no city council, and no Bethesda Police Department. Montgomery County provides all local government services, including law enforcement. This is important to know before you start searching for criminal history records. You won't find a "City of Bethesda" courthouse or a separate police records office.
Montgomery County Police handles all law enforcement for Bethesda. The Second District station, located at 4823 Rugby Avenue in Bethesda, covers the area. For records requests, however, you contact the central Records Division rather than a district station directly. Keep this in mind when you call or mail a request. Using the right contact saves time.
Note: Bethesda is served by Montgomery County Police, not a municipal police department.
State Criminal History Background Checks
Official criminal history checks for Bethesda residents go through the Maryland Department of Public Safety and Correctional Services (DPSCS). The CJIS Central Repository holds the statewide criminal history database. Montgomery County Police are not authorized to provide criminal history record information (CHRI) to the general public. For an official record, you must contact CJIS directly.
To request your own criminal history, you need to submit fingerprints along with Form 015 and an $18 fee for a state-only check. If you want an FBI check included, the combined fee is $38 or more. Mail everything to: CJIS Central Repository, P.O. Box 32708, Pikesville, MD 21282-2708. You can call the CJIS Help Desk at 1-888-795-0011 or 410-764-4501 if you have questions before submitting.
The DPSCS background check page has Form 015, current fee schedules, and full submission instructions. Processing typically takes 10 to 15 business days after CJIS receives your request. Plan ahead if you are working against a deadline.
The DPSCS online portal is the best starting point for any official Bethesda criminal history background check request.
Montgomery County Police Records
For police incident reports, you go through the Montgomery County Police Records Division. This is separate from a criminal history background check. Incident reports cover specific events like arrests, traffic accidents, or crimes. These reports are available to involved parties and the general public, subject to Maryland Public Information Act rules.

The second is by mail: send your written request to the Records Division at 100 Edison Park Drive, Gaithersburg, MD 20878. The third is in person at the same address, though calling ahead at 240-773-5330 is a good idea before you visit.
The fee for a police incident report is $10 per report. You can pay by credit card, check, or money order. Reports are generally available 3 to 5 days after the incident has been processed. Active investigations and records involving juvenile suspects are not released.
Note: Police incident reports are different from criminal history background checks. CJIS handles official background checks for Bethesda.
Court Records for Bethesda Cases
Criminal cases involving Bethesda residents are heard in Montgomery County courts. The Montgomery County Circuit Court handles felonies and serious misdemeanors. The Montgomery County District Court handles minor criminal matters.
Montgomery County Circuit Court is at 50 Maryland Avenue, Rockville, MD 20850. The phone number is 240-777-9400. The District Court for Montgomery County is at 191 East Jefferson Street, Rockville, MD 20850. You can access court records for free at the Maryland Judiciary Case Search. This database lets you look up cases by name, case number, or court. Select Montgomery County when you search for Bethesda cases. Case search results are useful for reference, but they are not a substitute for an official criminal history record from CJIS.
Fingerprinting in Bethesda
Fingerprinting is required for official criminal history checks through CJIS. Montgomery County Police offers fingerprinting at all six district stations, including the Second District in Bethesda at 4823 Rugby Avenue. The cost is $10 per fingerprint card.
There is one key rule: you must be a Montgomery County resident, work in the county, or be applying for a job in the county to use this service. If you don't qualify, the DPSCS fingerprinting page lists other approved fingerprinting sites across Maryland. Many UPS stores and private vendors also offer fingerprinting for state background check submissions.
Sex Offender Registry
Maryland maintains a public sex offender registry through DPSCS. You can search the registry at the DPSCS Sex Offender Registry. Searches are free. You can look up individuals by name or search by address to see registered offenders in a specific area of Bethesda. The registry is updated regularly and includes photos, addresses, and offense information for registered individuals.
Expungement of Criminal Records
If you have a criminal record in Maryland, you may qualify to have certain charges expunged. Expungement removes records from public view and from CJIS. The rules depend on the type of charge, the outcome of the case, and how much time has passed. Not all charges qualify.
The Maryland People's Law Library expungement guide explains eligibility rules and how to file the necessary forms. For Bethesda residents, expungement petitions are filed with the Montgomery County Circuit Court. The court clerk at 50 Maryland Avenue, Rockville can answer basic procedural questions. A lawyer can help if your case is complicated.
